David Marotta: Within foreign stocks small cap in value do better just like they do better in the United States but also like in the United States, they are more volatile. So you need to be careful how much foreign small cap you put into a portfolio. It's also very difficult to invest in foreign small cap. There arent indexes for it, there arent good exchange traded finds, you usually have to go to a well managed mutual fund to invest in it.
