    Ed Bales: Minimum security camps, the best way to describe are like a college dormitory. They usually don't have any bars on the windows, usually there's no controlled movement. Inmates can walk freely through the system. They can actually walk away if they wanted to. It's more of an honor system. It's the most relaxed of a prison.
