Host: Is there a difference between Federal and State?
Ed Bales: Yes. Many people look at the Federal prison system as a higher system and it is. It is a much better run facility. It is much more comfortable. There used to be a term called 'Club Fed' which was referred to Federal prison camps. Federal facilities usually have more money to spend, they have better food, better quarters. State systems aren't always run as well. They don't have as much money. There is much more overcrowding.
