Host: What kinds of people are in camps?

Ed Bales: Prison camps are low level criminals who have committed crimes such as IRS frauds, bank frauds, small drug crimes. Crimes that you hear very little about on a violent level. There is usually no violence in a prison camp and that's what it's touted as. It's a very peaceful place to do your time, but yet it is prison.
