Ed Bales: A Halfway House is like being in a bad motel. It's a facility that is in the public eye. It's a facility that has small rooms, that may house one to four inmates, who are released from the prison system and given an opportunity to go out and work and report to the Halfway House to be further released to home confinement or to be just released into society.
