Host: Why and when should one be filed?

Ed Bales: You should file a pardon usually after you have been incarcerated. You should file a Commutation of Sentence during your incarceration. Usually both are filed for some type of forgiveness or some type of factual events that may not have been calculated into the sentencing, new evidence comes up. There are many reasons someone will file either of those two actions at the right time. It's important that you know which one to do at which time?
